The Secretary of State for Family and Women Promotion Elsa Bárber Tuesday said that the Networks for the Protection and Promotion of Children Rights should be understood as structures closer to the community.

Elsa Bárber made these statements at the opening of a seminar on the theme, "New Paradigm of Networks for the Protection and Promotion of the Children Rights, held Tuesday at the National Children's Institute (INAC).
She said that in order to fulfil the objective of the Network for the Protection and Promotion of the Child Rights programme, it is necessary to have structures that go from the national level to the lowest in the community.
According to Elsa Bárber, INAC has the responsibility of establishing the mechanisms for the operation of the networks at different levels (national, provincial and municipal), including their responsibilities or guidelines for their operation.
The Networks for the Protection and Promotion of the Child Rights, as a space for reflection and consultation of all actors involved in the fulfilment of children's rights, according to the official, constitute a channel for sensitising the communities.
She explained that over the years attempts have been made at various levels to pool efforts and establish a mechanism for articulation and coordination of organisations working on children's issues.
