The annual Global Forum on Migration and Development (GFMD) summit is a state-led, informal, and non-binding process which helps shape the global debate on migration and development. Since 2007, the GFMD has gradually evolved from a government-only process into a multi-stakeholder mechanism bringing together national governments, civil society, the private sector, cities, local/regional governments. Recently, the GFMD has opened its doors to youth representatives - first through the GFMD Civil Society Mechanism a few years back, and then in 2019 in a structured way across all mechanisms and spaces. 

Requirements

70 young people, including young migrants and refugees, representatives of civil society organizations led by or working for youth, researchers, entrepreneurs, professionals, volunteers, activists, leaders... 

All under the age of 31 and strongly committed to working with and for migrants in their communities. We aim for a balanced representation and an inclusive and diverse Forum when it comes to gender, age, socio-economic background, culture, religion, ethnicity and geography.

The Youth Forum will be a peer-to-peer space to learn about the importance of the GFMD and how to contribute to it effectively, as well as provide a solid network of support during the days of the Summit. The Migration Youth Forum will be held right before the XIII Global Forum on Migration and Development (GFMD) Summit.

Africa Check are offering a year-long fellowship, in partnership with Facebook, to deepen our health misinformation work. Over the past several months, our team has increasingly focused on debunking Covid-19 misinformation, and we want to expand our capacity to combat health misinformation and surface more reliable information to people.

Women Promotion wants gender equality budget

 Ministry of Social Action, Family and Women Promotion (MASFAMU) has proposed budget allocation for the execution of gender equality programmes.

The proposal was put forward by the incumbent minister, Faustina Fernandes Inglês de Almeida Alves, during online round table on “ gender-sensitive budget” on Thursday.  

The minister said the intention is to bring in Gender Marker System for budget programmes to be introduced in the Integrated System of the State Finance Management. 

The official stated that the Gender Marker is a tool that allows to classify the programmes accordingly with its contribution to the promotion of the gender equality.  

According to her, the gender equality is part of the commitment of the Angolan State through several international and national instruments undersigned, with stress to the Convention on the Elimination of all Discriminations forms against Women (CEDAW) of 1984.

Belarus protests: Putin ready to send Lukashenko military support



Vladimir Putin has said the Kremlin is willing to provide military or other law enforcement assistance to the authoritarian leader of Belarus, Alexander Lukashenko, but added that the situation does not yet require it.

In remarks that will alarm EU leaders who have called on Lukashenko to negotiatewith the opposition movement rather than try to crush it, Putin said he would send backup to Lukashenko if the standoff in Belarus escalated.

“[Lukashenko] asked me to form a certain reserve of law enforcement employees, and I have done so. But we also agreed that they would not be used unless the situation gets out of control,” Putin said in an interview for Russian state television.

Putin gave no detail about the number of people involved or what kind of law enforcement agencies they came from. So far, Lukashenko has made extensive use of his own ranks of riot police as well as interior troops and certain special forces units.

Lukashenko has publicly asked Putin about the possibility of Russian military intervention in the country, painting the recent protests against his rule as part of a Nato plot to carve up Belarus.

On Thursday he accused neighbouring countries of beginning a “hybrid war” against Belarus, claiming Poland had plans to take over a chunk of its territory. Last week Lukashenko put the military on full combat alert on Belarus’s western borders.

So far it seems the Kremlin has not bought these claims, but Putin said Russia, which is technically part of a union state with Belarus, would “fulfil all of its obligations” if the situation changes.

“There is no need to make it a secret. There are relevant articles which say that all member states of these organisations, including the union state, should assist one another in the protection of sovereignty, external borders, and stability,” Putin said.

On Wednesday evening a plane used to transport top officials from Russia’s FSB security services landed in Minsk for the second time in a week. The Kremlin said it had no information about who was onboard or what sort of consultations might have taken place.

Poland’s prime minister, Mateusz Morawiecki, issued a swift condemnation of Putin’s comments. “[The Polish] government urges Russia to immediately withdraw from plans of a military intervention in Belarus under false excuse of ‘restoring control’ – a hostile act, in breach of international law and human rights of Belarusian people, who should be free to decide their own fate,” he wrote on Twitter.

Lukashenko’s rigged election win and the violent crackdown on protests in its aftermath have led to him losing legitimacy among broad swathes of the population. An opposition council has been set up, aimed at starting negotiations on a transition of power, but authorities have opened a criminal case against it. This week they questioned several of its leaders, including the Nobel prize-winning author Svetlana Alexievich.

On Thursday Lukashenko said he was ready for dialogue with “labour collectives, student collectives … and farmers,” but not with the leaders of the protests. “Not the rogues who are committing outrages, roaming the streets and shouting that they want dialogue. They don’t want any dialogue. No one from the authorities is sitting down with street protesters,” he said according to the Belarusian state news agency.

The Kremlin has trodden a careful line in its response to events in Belarus, but it seems Putin has decided to back Lukashenko for now, offering economic support as well as potential boots on the ground. On Thursday Lukashenko said he had discussed with Putin the refinancing of $1bn of Belarusian debt to Russia, and an agreement could be ready soon. The Belarusian rouble has slid rapidly over the past week amid the political uncertainty.

Russian officials have accused the west of “meddling” in Belarus by providing words of support for the exiled opposition leader Svetlana Tikhanovskaya, who fled to Lithuania after threats in the aftermath of Lukashenko declaring victory.

The Angolan Government approves National Policy of Traditional Medicine

The Angolan  government approved Wednesday the National Policy of Traditional and Complementary Medicine, reads the final statement of the eighth ordinary session of the Council of Ministers.



 The communiqué states that the legal tool contains a set of measures and actions to ensure the safe and sustainable practice of traditional and complementary medicine, based on the encouragement of conventional research and technological development in biotechnology area and to integrate the National Health System.

The legal tool also aims to integrate into the National Health System traditional medicines scientifically evaluated, safe, effective and of quality.

The aim is, among other aspects, to create reference centers, promote the qualitative and quantitative production of several species of medicinal plants and other natural resources, besides the elaboration of the Angolan Traditional Pharmacopoeia.

The Council of Ministers also approved a Regulation that establishes the terms and conditions of authorization, organization, and operation of the Private Credit Information Centers (CPIC).

These are entities responsible for collecting, storing, and managing information on the fulfilment or non fulfilment of credit obligations by natural or legal persons, as well as for preparing the respective history.



National Policy on Volunteering

 The Wednesday’s session also approved the National Policy on Volunteering, which defines how public and private entities and citizens can participate in social and community actions, in an unpaid way, which aim to help individuals, families and communities.

"With the adoption of this policy, the aim is to promote a culture of social cohesion capable of contributing to a better quality of life for citizens and strengthening the values of citizenship," reads the communiqué.

 Hydrocarbon Exploration Strategy

In the field of mineral resources, oil and gas, the Council of Ministers approved Angola's Hydrocarbon Exploration Strategy for the period 2020-2025.

The strategy aims to boost and intensify the replenishment of the reserves to mitigate the decline in hydrocarbon production, through the approval of legal acts that make exploration activity more consistent with the legal regime of additional exploration activities in the development areas.

The approval of the Hydrocarbon Exploration Strategy is aligned with the legal and fiscal regime applicable to exploration, research, evaluation, development, production and sale of natural gas in Angola, as well as with the general plan for the granting of oil concessions for the period 2019-2022.

A specific career regime applicable to managers, technicians and administrative workers of the National Petroleum, Gas and Biofuels Agency, as well as the respective remuneration regime has also been approved.

The government amended the Presidential Decrees 76/19, 55/19 and 54/19, which grant the national concessionaire the mining rights for prospecting, research, development, and production of liquid and gaseous hydrocarbons in Blocks 45, 44, and 30, respectively.

The amendment aims to adjust the exploration periods from six to eight years, and production from 20 to 30 years, in the concession areas of the Blocks.

Fees for the services of Public Institutions of Secondary Education

The Council of Ministers also approved the Presidential Decree that authorizes the collection of fees and emoluments for services provided by Public Institutions of Secondary Education.

The measure aims to increase the collection of financial resources necessary to pursue the public interest and to meet the needs of the community at the level of the respective institutions.

Legal Regime for the Initial Training of Early Childhood Educators

The Legal Regime for the Initial Training of Early Childhood Educators for Primary and Secondary School Teachers was also approved.

The legal tool establishes the conditions for the creation, organization, operation, and evaluation of all initial teacher training courses, given in higher education pedagogical institutions and, transitorily, in those of secondary pedagogical education.

The aim is to recognize the initial teacher training courses as qualification for the exercise of the teaching profession in pre-school education, in primary and secondary education.

 Foreign Policy

In the framework of foreign policy, the Council of Ministers approved several bilateral cooperation instruments, especially the agreement between the Ministry of Mineral Resources, Oil and Gas of the Republic of Angola and the German Academic Exchange Service (DMD) of the Federal Republic of Germany, in the field of training at graduate level.

Other bilateral cooperation instruments now approved by the Council of Ministers are the agreement between Angola and the Federal Republic of Germany (on air transport), the agreement between Angola and Rwanda (on the creation of the Joint Cooperation Committee), and the Framework Agreement between the Republic of Angola and the Government of the Republic of Rwanda.

 Similarly, the Council of Ministers agreed on the Memorandum of Understanding between the Angolan Ministry of Foreign Affairs and the Rwandan Ministry of Foreign Affairs and Cooperation on political consultations.

Covid-19: 83 new infections, two deaths and 29 recoveries where recorded in Angola



Luanda - Angolan health authorities have registered 83 new positive cases, two deaths and 29 patients recovered from Covid-19 in the last 24 hours.
According to the Secretary of State for Public Health, Franco Mufinda, who was updating on the pandemic, among the new patients is one from Zaire province.

Among the newly infected, he said, are 60 male and 23 female patients, aged between four and 83 years.

As for the deaths, he pointed out, these are two Angolans, a citizen of 81 years and one of 43 years.

Angola has 2,415 confirmed cases of Covid-19, with 105 deaths, 975 recovered patients and 1,335 active.

Among the active patients, five are in critical condition with invasive mechanical ventilation, 17 severe, 32 moderate, 45 mild and 1,250 asymptomatic.

Niamey submerged in floodwaters as Niger river bank breaks




After nearly a week of raining several districts in the Nigerien capital of Niamey were flooded on Tuesday after the persistent rainfall caused the banks of the Niger river to finally break. Niger has seen flooding in the past, but the breaking of River Niger’s banks has further aggravated the plight of flood-weary Nigeriens.

Unlike previous floods, this one hit the city of Niamey directly submerging vehicles caught in traffic. Rice fields, homes, automobiles, and other properties were destroyed as the unexpected rainfall gave residents little warning to protect them. death toll was 19 and over 5,130 homes were destroyed.

The government ordered residents in the affected areas to evacuate and many of them were seen carrying their belongings and wading through knee-high floodwaters.
