International arrest warrant against Isabel dos Santos confirmed

Luanda - Attorney General's Office (PGR) has issued an international arrest warrant against businesswoman Isabel dos Santos, with Interpol.

Attorney General, Hélder Pitta Gróz, confirmed this to the press on the sidelines of the Council of PGR management, underway in Luanda on Monday.

There is a criminal case underway since 2018 against Isabel dos Santos, with an attempt by the PGR to notify her at her residence in the Morro Bento condominium, in Luanda, the Magistrate stated.

The Magistrate noted that the businesswoman refused to sign the notification, leaving the country right after.

He also referred to several notifications as having been delivered to the lawyer’s office in charge of the defence of Isabel dos Santos.

Hélder Pitta Gróz said that the notifications were also delivered to companies with which the businesswoman had a connection, namely Unitel and ZAP.

“In April of the current year, when the PGR became aware of her stay in the Netherlands, it issued a rogatory letter in order for Isabel dos Santos to be heard in that European country, having once again refused to sign the notification and be questioned”, he said.

According to the Attorney General, these facts led the institution to issue an international arrest warrant with Interpol, as her current whereabouts remains unknown.

He referred that in Angola there is a representation of Interpol, and this institution is now responsible for the subsequent steps.

Isabel dos Santos is accused of having harmed the Angolan State in the total amount of more than €200 million.

On December 30, 2019, the Provincial Court of Luanda decreed the preventive seizure of Isabel dos Santos' personal bank accounts.

Meanwhile, several operations of the businesswoman are being investigated in Portugal. On January 11, 2020, the Angolan Executive announced that it is preparing a judicial battle for the seizure of Isabel dos Santos' assets in Portugal.

That action is already in place in the form of a rogatory letter sent to Portugal, which prevented the transfer of funds from Banco Comercial Português (BCP) to a bank in Russia.

King Misizulu’s ascension was hotly contested, with some members of the family challenging his appointment as king.

Ukraine war: Merkel says she lacked power to influence Putin

Former German Chancellor Angela Merkel has defended her policy towards Russia prior to the February invasion of Ukraine, saying she had run out of power to influence Vladimir Putin. She said she had tried to convene European talks with the Russian president and French President Emmanuel Macron in the summer of 2021.”But I

didn’t have the power to get my way,” she told Spiegel news.”Really everyone knew: in autumn she’ll be gone,” she said. After four terms as chancellor Mrs Merkel left office in December. She paid a final visit to Moscow in August 2021, and told the German news magazine that “the feeling was very clear: ‘In terms of power politics you’re finished’.”She added that “for Putin, only power counts”.It was significant that, for their final meeting, Mr Putin brought Foreign Minister Sergei Lavrov with him, she said. Previously they had met one-to-one, she noted. In light of President Putin’s invasion – preceded by weeks of massive military build-up on Ukraine’s borders – many have argued that Mrs Merkel and other EU leaders should have adopted a tougher approach to the Kremlin.A foreign policy expert in her Christian Democrat (CDU) party, MP Roderich Kiesewetter, is among those who say she knew that Mr Putin was trying to split and weaken Europe, but she believed “soft power” was the right approach. He argued before the invasion that Germany was too dependent on Russian gas.In the Spiegel interview, Mrs Merkel said her stance on Ukraine in the Minsk peace talks had bought Kyiv time to defend itself better against the Russian military.A ceasefire deal was reached in Minsk after Russia’s 2014 annexation of Ukraine’s Crimea peninsula and during its proxy war in the Donbas region. But key points, including disarmament and international supervision, were not implemented.Mrs Merkel said she did not regret leaving office in December, because she felt her government was failing to make progress not only on the Ukraine crisis, but also on the conflicts in Moldova, Georgia, Syria and Libya, all of which involved Russia. She and Mr Putin both had direct experience of life in communist East Germany – she grew up there and he served there as a Soviet KGB officer, doing secret intelligence work. Mr Putin speaks fluent German and Mrs Merkel speaks some Russian.

Rise In Measles And Polio Overshadowed By Covid-19

The rise in vaccine-preventable diseases such as measles and polio in African countries has been attributed to the slow uptake of childhood vaccines at the beginning of the Covid-19 pandemic.

A report by the Tony Blair Institute shows that the Covid-19 put some health systems under immense pressure and stretched others beyond their capacity.

For instance, when lockdowns were imposed to slow the spread of the virus, parents and guardians were not able to take their children to hospitals for their routine vaccination schedules.

According to the World Health Organization, almost 17,500 cases of measles were recorded in Africa between January and March this year – marking a 400% increase compared with the same period in 2021.

The cases were from 20 African countries.

In February, Malawi reported a case of wild polio in a three-year-old girl – the first of its kind in Africa for more than five years.

Mozambique also reported a case in May. Wild polio is endemic in only Afghanistan and Pakistan.

The continent has also witnessed outbreaks of anthrax, cholera, yellow fever, chikungunya, meningitis, and other infectious diseases which account for more than 80% of reported health events.

The authors of the report want governments to prioritize public-health spending and recruiting more health workers so as to deal with increasing outbreaks.

Nigeria: Election Violence – UK Threatens Visa Sanction Against Nigerian Politicians, Security Officials

“We will also be watching closely any individual who acts violently or incites people through the social media; we do have the possibility of using our Visas as sanction by removing Peoples rights to visit the UK.”

The United Kingdom (UK) says it is watching closely all political parties, security agents or individuals that act violently or incite people through social media in the 2023 general election in Nigeria.

The British High Commissioner to Nigeria, Catriona Laing, stated this when she led a team to a meeting with the National Working Committee members of the Peoples Democratic Party (PDP) on Wednesday in Abuja.

Ms Laing said that the 2023 election is very important to Africa and the world, hence the spotlight would be on Nigeria and the UK will be watching closely.

She said the UK had been really concerned about the recent events, including 52 election violence related issues in 22 states, including an attack on the PDP convoy in Maiduguri, the Borno State capital.

“That is a real concern and we want to exchange our thoughts on what you can do as a political party to ensure that the election is as peaceful as possible.

“When people feel intimidated, they can’t get out to vote. The election itself will not be credible that is why the violence is of great concern.

“On the issue of electoral violence, you can make a statement about the last election, as well as we do have positive support, since we do have sanctions in the form of our Visa programme.

“We will also be watching closely any individual who acts violently or incites people through social media; we do have the possibility of using our Visas as sanction by removing Peoples rights to visit the UK.

“We will be watching closely, these apply to all the political parties, not just the parties, but security officials and anybody who might be in that position.

“The important thing is to get the votes out, whatever political party you are, the election will be credible, if the votes are high. It was low last time, around 35 per cent,” Ms Laing said.

She said that the UK government was not supporting any political party, but interested in allowing Nigerians to decide who would lead them at the level of government.

Ms Laing said it was in that spirit that the UK delegation had been meeting all stakeholders, including INEC, Civil Society Organisations and political parties for credible and peaceful elections.

She commended Nigerian youth for coming out to register during registration, and expressed the hope that they would turn out to vote on the day of election.

In his remarks, PDP National Secretary, Samuel Anyanwu, expressed optimism that PDP would return to power in 2023, saying Nigerians are waiting for the PDP.

Mr Anyanwu said the PDP believed that with the Bimodal Voter Accreditation System (BVAS) introduced by INEC, the 2023 general election would not be business as usual.

“That is why we keep praying for INEC to maintain what they have promised Nigerians and when that is done we will find out that our party is in top gear.”

Mr Anyanwu, while expressing PDP’s commitment to issue-based and peaceful campaign, decried recent attacks on PDP rallies in Kaduna and Borno States.

Twins Born From Embryos Frozen 30 Years Ago

Twin babies have been born in the US state of Tennessee from embryos frozen more than 30 years ago.

It is believed to be a new record for the longest-frozen embryos ever to result in a successful live birth.
They were stored at around -128C (-200F) in liquid nitrogen on 22 April 1992.

Rachel Ridgeway, a mother of four from Oregon, gave birth to the twins on 31 October. The father, Philip Ridgeway, said it was “mind-boggling”.
Lydia Ann and Timothy Ronald Ridgeway likely set a new record, according to the National Embryo Donation Center (NEDC), a private faith-based organisation that says it has helped birth more than 1,200 infants from donated embryos.

NEDC’s previous record-holder, Molly Gibson, was born in 2020 from an embryo that had been frozen for nearly 27 years.
“The decision… to adopt these embryos should reassure patients who wonder if anyone would be willing to adopt the embryos that they created 5, 10, 20 years ago,” said Dr John David Gordon, who performed the embryo transfer.

“That answer is a resounding yes!”
The twin embryos had been created for an anonymous married couple using IVF. The man was in his 50s and reportedly relied on a 34-year-old egg donor.

They were kept in storage at a fertility lab on the US west coast until 2007 when the couple donated them to the NEDC in Knoxville, Tennessee for another couple to use them instead.
Embryologists at the NEDC’s partner clinic Southeastern Fertility then performed the thaw and transfer to the uterus earlier this year.

In a statement, the NEDC said it hoped the news would “encourage others to experience the blessings of embryo adoption for themselves”.
It is the first child the Ridgeways – who have four other children between the ages of one and eight – have had via IVF or donors.

“I was five years old when God gave life to Lydia and Timothy, and he’s been preserving that life ever since,” Philip Ridgeway told CNN from the family’s home.
“In a sense, they’re our oldest children, even though they’re our smallest children.”

“There is something mind-boggling about it,” he added.

Children account for 40 percent of cholera cases in Haiti: UNICEF

UN agency says Haitian children face ‘triple threat’ of malnutrition, cholera and armed violence in crisis-hit nation.

Approximately two in five cholera cases are among children in Haiti, the United Nations children’s agency (UNICEF) said, as the Caribbean nation grapples with a deadly outbreak made worse by widespread violence and instability.

UNICEF said on Wednesday that about 40 percent of confirmed cholera cases have been in children while nine in 10 were reported in parts of the country also hardest hit by malnutrition and hunger.

“In Haiti right now, there is a triple threat to children’s lives – malnutrition, cholera and armed violence. And sometimes all three together,” Manuel Fontaine, director of UNICEF’s office of emergency programmes, said as he concluded a four-day visit to Haiti.

“I was shocked to see many children at risk of dying in the cholera treatment centres. In just a few hours, acute watery diarrhoea and vomiting dehydrate and weaken them so much they may die without timely and adequate treatment. Cholera and malnutrition are a lethal combination, one leading to the other,” Fontaine said in a statement.

Last month, the UN’s World Food Programme (WFP) said nearly half of the Haitian population – a record 4.7 million people – were dealing with “acute hunger”.

Haiti’s response to the hunger and cholera crises has been complicated by increased gang violence, which skyrocketed in the aftermath of President Jovenel Moise’s assassination in Port-au-Prince last year.

A weeks-long gang blockade on a petrol terminal in the capital that began in September led to water and electricity shortages, crippling the Haitian healthcare network and prompting experts to warn that the country faced a “time bomb for cholera”.

Caused by drinking water or eating food contaminated with cholera bacteria, the illness can trigger severe diarrhoea, as well as vomiting, thirst and other symptoms. It also spreads rapidly in areas without adequate sewage treatment or clean drinking water.

While the Haitian authorities regained control of the blockaded Varreux fuel terminal this month – allowing petrol stations to reopen – a spokesman for Haiti’s health ministry warned that it could lead to more cholera cases because people would be able to move around again.

As of Monday, Haiti had reported more than 11,600 suspected cholera cases and 949 confirmed infections since the outbreak began in early October, according to the latest figures (PDF) from the Haitian public health department. At least 202 people have died.

Haiti had last reported a cholera case more than three years ago, after a 2010 outbreak linked to United Nations peacekeepers caused approximately 10,000 deaths and more than 820,000 infections.

That outbreak was tied to a sewage leak from a UN peacekeeping base, spurring condemnation and sowing public distrust in the international body across Haiti. The UN apologised in 2016 for its role in the epidemic.
