DEMOCRATIC REPUBLIC OF THE CONGO AND RWANDA SIGN PEACE AGREEMENT IN THE U.S. CAPITAL
After an initial step — an agreement signed in the same city earlier this year at the level of Foreign Ministers — the Presidents of both nations formally signed a Peace Agreement today, December 4, 2025, in Washington, D.C., paving the way for the Democratic Republic of the Congo and Rwanda, neighboring countries, to normalize their relations.
Paul Kagame, President of the Republic of Rwanda, and Félix Antoine Tshisekedi Tshilombo, President of the Democratic Republic of the Congo, signed the document, which also bears the signature of U.S. President Donald Jr. Trump as guarantor.
DRC and Rwanda Sign Peace Accord in Washington
The Democratic Republic of the Congo (DRC) and Rwanda signed, this Friday, in Washington, a U.S.-mediated agreement intended to halt the decades-long conflict in eastern DRC, a region bordering Angola.
For U.S. President Donald Trump, the signing of the document marks “a great day for the world.”
U.S. Secretary of State Marco Rubio added that the agreement represents “an important moment after 30 years of war” in eastern DRC.
The accord—signed by the Foreign Ministers of both countries, Thérèse Kayikwamba Wagner of the DRCongo and Olivier Nduhungirehe of Rwanda, and witnessed by Rubio—will also help American companies secure access to critical minerals, such as cobalt, essential for much of the world’s technology. This comes at a time when the United States and China are actively competing for influence in Africa.
Commitments Under the Agreement
The commitments undertaken draw inspiration from a Declaration of Principles approved in April between the two nations, which calls for “respect for territorial integrity and an end to hostilities” in eastern DRC.
According to the Rwandan Foreign Minister, the DRC agreed to cease all support for Hutu militants linked to the 1994 genocide.
The peace agreement is “based on the commitment made here to end, in an irreversible and verifiable manner, state support [from Congo] to the FDLR [Democratic Forces for the Liberation of Rwanda] and associated militias,” stated Rwanda’s Foreign Minister, Olivier Nduhungirehe, during the ceremony.
